In Character Promotions?

A lot of people seem to be promoting themselves ICly when they've got an in-game promotion.
I want to get clarification on this once and for all.

Promotions;

Do they happen when we're promoted via leveling up?
OR
Do they happen when we've done something of worth during RP then awarded by Admiral Orion?

If Karlos, you'd like to make this clear so everyone's on the same page.

As far as IC rank, I don't mind what you are (Provided you're the in game rank or above)
So I think it's best people choose when they are promoted ICly if they wish to. They may also choose to have myself give them their rank or just say command gave it to them.

I agree, The only reason I promoted myself to Commander (IC) was due to the fact that Karlos made it clear that I was supposed to be at that rank for RP. However, I think IC promotions after Commander should come from Fleet RP rather than game mechanics or soon we'll be a fleet of Admirals. Of course I will only hold myself to this.
